Connecticut’s bottle deposit program was designed to encourage sustainable habits by rewarding residents for recycling. But this well-meaning system is being exploited by those who are gaming the rules—costing beverage distributors millions of dollars annually.

Fraudsters from neighboring states like New York or Massachusetts, where bottle deposits are lower or nonexistent, have been transporting bottles into Connecticut to redeem the state’s higher 10¢ refund. Because these containers were never sold in Connecticut—and no deposit was paid here—distributors end up footing the bill for illegitimate redemptions.

Examples of this kind of fraud are widespread. In California, a family was charged in a $7.6 million scam involving bottles illegally transported from Arizona. In Maine, a man attempted to claim $4,400 worth of out-of-state bottles by turning them in at a local redemption center. These cases show how large the fraud problem can grow when redemption systems lack verification safeguards.

Traditional Centers Are Trying—But the Gaps Remain

In response, many redemption centers across Connecticut are now taking steps to combat this abuse. Some require customers to register or show identification before accepting large loads. These efforts help—but they still lack a broader infrastructure to verify who is redeeming and whether the redemption fits legitimate usage patterns.

Recap Recycling Offers a Smarter, Trackable Solution

Recap Recycling takes a different approach. Our pickup-based system is built on verified participation, digital documentation, and local service boundaries—all of which help reduce the risk of fraud and provide a layer of transparency that public redemption centers can’t match.

First, every customer who uses our service must register with a valid Connecticut address. We only operate within a specific service zone—New Haven, Hamden, East Haven, West Haven, and North Haven—which greatly reduces our exposure to out-of-state traffic.

Second, all pickups are scheduled, logged, and digitally tracked. We document the name of the customer, pickup location, number of containers, and the Zelle payment issued. While we can’t verify where each bottle was originally purchased, we can validate that every redemption came from a Connecticut-based customer. That level of traceability is a key step toward protecting the financial integrity of the bottle deposit system.

A Membership Model to Eliminate the Guesswork

We’re currently developing a membership-based redemption system that will further strengthen accountability and provide even greater fraud resistance.

Each customer account will serve as a digital profile that logs all pickups and payments. More importantly, members will have the opportunity to invest their refunds into the development of a unique bottle redemption system—giving them a real stake in the success of the program.

This model not only improves operational transparency but also builds a long-term community of responsible recyclers.
